As Lowertown St. Paul has transformed itself into a more gentrified “artist’s quarter,” so too has Kelly’s undergone a small makeover in recent years. It’s still down-to-earth, a relaxed setting for neighborhood old-timers and postal workers to grab a cold drink after work. Don’t expect much from the menu, but prices are cheap and the crowd’s a lot of fun on weekends.
